1. Introduction
The Constitution provides for the right of access to information held by the State and private bodies where required for the exercise or protection of rights. PAIA gives effect to this right and promotes transparency and accountability. This Manual assists requesters in accessing records held by NGF.

3. Who May Request Access
Any person may request access if the record is required for the exercise/protection of a right, procedural requirements are met, and no ground of refusal applies.
4. Confidentiality
Access to sensitive information may be refused if disclosure breaches privacy, confidentiality agreements, safety, legal privilege, or other protected interests.
5. Categories of Records
- Corporate Governance: NPO registration, Constitution, Policies
- Programmes & Projects: Youth Development, Education Support, Skills Training, Food Relief, Women Empowerment
- Human Resources: employment and volunteer records
- Finance: donor records, financial statements, compliance reports
- Communications: newsletters, social media, press releases
- Legal & Compliance: PAIA Manual, POPIA policy, Safeguarding policy
Some records are public on our website; others require a formal request.
6. Request Procedure
Submit the prescribed Form C to the Information Officer with: full name/contact/ID; sufficient detail to identify the records; the right you seek to exercise; the form of access required; and payment of any prescribed fee.
7. Fees
A request fee may be payable (except for personal information requests). If granted, an access fee may cover search, preparation, and reproduction as prescribed by regulation.
8. Decision Process
NGF will respond within 30 days (extendable by 30 days where reasonable). You will be notified of approval/refusal with reasons.
9. Grounds for Refusal
- Unreasonable invasion of privacy
- Harm to commercial/financial interests of NGF or partners
- Breach of confidentiality
- Endanger life, safety, or security
- Prejudice legal privilege or investigations
- Reveal ongoing research
10. Remedies
If refused, you may complain to the Information Regulator or apply to the High Court for relief.
